Jim, a native of Tennessee, chose Bay County as his home. Jim is active member of our community.

Jim offers Bay County a wealth of relevant experience and history of effective, pertinent leadership. Jim has been a teacher, coach, principal, superintendent (8 years), school district budget director, college administrator, college coach, and has national-level experience in private-sector vocational education.

Jim has an unyielding passion for meaningful service in education. Most importantly, Jim has vision. He has a vision for every child in our community. This vision doesn't stop at the boundary of the school parking lot. It extends to the quality of life our children and grandchildren can obtain only through education, where virtually every student is college or career bound. This vision can be achieved through a renewed commitment to our students. It acknowledges the challenges, and accepts no excuses.

Every four years, the leadership of our schools and the future of our children hang in the balance. It's time tip the scales in their favor. It's time for inspiring leadership. It's time for Jim Barr.

Why am I running for the School Board?

My mission in life is to help enhance the lives of others, particularly young people...The position of superintendent of schools will afford me an opportunity to provide the leadership to make a meaningful difference in the life's of our children, our most prized possessions.

My educational preparation, work experience, and life long interests compel me to public service in the education arena.

I am confident that I have the educational training, work experience, and ability to raise the bar of leadership for Bay County.

I thrive on challenges and there is no doubt the position of school board member will provide a real challenge...a challenge that I am ready, willing and able to accept.

What do I have to offer?

Practical Vision – the expression of a clear, practical vision for our children, schools, and community that will shape all our planning and programs.

Fiscal Responsibility – a "compassionate conservativism" in business practices that finds cost-saving solutions without sacrificing educational quality.

What is my management philosophy?

I believe in delegating responsibilities to capable administrators and managing by positive re-enforcement...recognizing and applauding success....identifying areas that need improvement and together designing a plan to realize improvements.

I fully recognize the worth of employee morale...I take great pride in being able to motivate employees by treating them as professionals, letting them know that they are appreciated, recognize and appalaud their successes and by helping them to improve in areas where needed. I have found that elevated morale and self-image greatly enhances productivity.

I believe in the open door policy...being a good listener...and...returning phone calls promptly.

What are my guiding principles?

I am a committed Christian and I hold in high esteem all men and women of good will.

As a member of the National Rotary Club, I am committed to the "4-Way Test" of the things we think, say or do.
Is it the truth?
Is it fair to all concerned?
Will it build GOODWILL and BETTER FRIENDSHIPS?
Will it be BENEFICIAL to all concerned?

What are my over-riding beliefs about the make-up of our school system?
I believe our students are our most prized possessions.
I believe our teachers are our greatest resources.
I believe our support personnel should be recognized as valued members of the education team.
I believe our schools are just as strong as its educational leader, the principal.

What will I strive to do for Bay county schools?

I will support an educational program that will enrich the learning experiences of students and give them an opportunity to reach their maximum potential whether it be preparation for college or to become gainfully employed. I will . . .

I will recognize, tap, and salute the dedication, innovation, and resourcefullness I have witnessed among Bay County's extra-ordinary teachers, administrators, and support staff and will enthusiastically support their worthy aims and needs.
I will work to free teachers to facilitate learning: I will provide assistance, protection, support, recognition, and work diligently to see that all unnecessary paper work is eliminated. Yes, together we will find a way to provide teachers with the resources that they need to fully utilize their creativity. Teachers should not be expected to use their own money to provide school supplies.
I share the teachers concerns and frustrations. I will recommend a focus committee made up of teachers will be selected to address their concerns and frustrations
I will support our capable principals and recognize them as the on site manager and educational leader.
I will emphasize effective communication among all stakeholders (clear, concise information relayed to the students, employees, board members, parents, and the public). I will begin by listening.
I will be highly visible and accountable (to students, employees, school board members, parents, and tax payers), visit classrooms, talk with teachers, students and principals.
I will recognize the wealth of resources that our senior adults can provide...and...recommend that our school facilities are available for their learning activities.
I will initiate a careful analysis of the use of appropriated monies designated for education. Accountability measures must be incorporated to realize maximum utilization of our education funds.
I will initiate efforsts to insure that our school buildings are kept clean and safe.
I will place great emphasis on preventative maintenance.
I will champion the worth and dignity of every student and foster students' self-confidence and self-esteem that are so essential for their success.
I will focus on workforce/occupation education to prepare non-college bound students for the local workforce and provide the leadership necessary to eliminate the stigma associated with vocational education.
I will place great emphasis on promoting life skills: character education, social skills, healthy living, citizenship, job preparation, improving self-image, effective oral communication, and decision making.
