Every effort must be made to identify waste in the district's budget and daily practices. With years of experience managing school budgets as a principal and former superintendent, Jim Barr has never seen a budget that could nor be trimmed by 10 percent. Better budgetary practices that identify and eliminate waste, that put competition back into the bid process, and that reduce spending on energy, transportation, and maintenance can free up dollars for larger educational programs.
